add checks to see if a users name begins with !... and if so, skip over that user during redirects, and dull the color of their page on the homepage with the intention of using this mark to indicate a page which is not in compliance with ring rules for any reason (mainly, broken/missing navigation links).
so far, no users have names which begin with ! so this is chosen as a neutral character, but this can easily be altered or it can be moved to the url, for example. we could even give inactive users a special attribute "inactive": true (which would be null for all active users)
this should allow us to retain the stability of the ring immediately after discovering a break, while allowing us to give the webmaster due time to add the navigation links without needing to remove them.
